However, I'd phrase it as "not everything is corrupt". The "everything is not corrupt" phrasing is as if to say that there is no corruption anywhere because "everything" (all) is "not corrupt", as if there is no thing that is corrupt.

"Not everything is corrupt" means that there is corruption but it only applies to some things, not all things. That means "it is not true that everything is corrupt".
