Mueller had his hands tied by Barr. Mueller in testimony to Congress said there was evidence to indict tfg once out of office.

This case has to be absolutely airtight. Imagine bringing charges and he gets off. This would be a total disaster for the nation to say nothing of just how emboldened he and his cult would be. this case will no doubt end up being heard by SCOTUS, even more reason for it to be meticulously laid out with no doubt in their minds, like it or not that he did indeed commit high crimes.
