It goes out because Republican politicians are corrupt, incompetent, foolish, uncaring and stupid.

I imagine the people won’t really care if it’s the grid or downed power lines. Hopefully they will put the blame on him, but I doubt they will.
We had a very bad ice storm 20 years ago this month I believe. Thousands without power, some for a couple of weeks. The power company started a tree trimming program and they still have it today. It seems to have helped. We haven’t had such a widespread outage since.

They were closing up because power outages were already starting. This was a few hours ago, too.

Are some people incapable of learning?

I'm just kidding. I know the answer is the same as before. It would cost utilities money to fix the grid, and they jacked up prices last time (way, way up) and turned it into a source of profit. Sure, some people died (between 150 and 700), but businesses profited! Why would they want to change that?

P.S. How serious is this? Has Ted Cruz fled to Cancun yet?

I guess we'll find out.

From the article in the OP:

"Texas Gov. Greg Abbott warned Thursday, "We are dealing with one of the most significant icing events ... in at least several decades."

At least several decades? It hasn't even been a full 365 days since last year's MEGAFREEZE. How was that not an "icing event", or did he think we just forgot about it?
