Elegy do folks think it’s appropriate to put quotes around a statement that at best reflects a paraphrase or interpretation of the actual quote.

Not defending Grassley, who is an idiot, but what he actually said merely was an attempt to duck commenting on the censure. That’s cowardly but it’s not in words or meaning what is attributed to him by the OP
