1. Intriguing question. I've wondered if the CIA might have tested their concern

while Trump was in Office. I sure wish they'd have bugged the private meetings between Putin and Trump in Helsinki.....

2. Don't be so Sure Those Meetings Weren't Bugged

I wouldn't be surprised if during the whole of Trump's Presidency he was under constant Counter Intel Surveillance. Think about it, Obama had to know what Trump was up to, it was obvious and barely hidden. It's not hard to imagine that there was already a heavily compartmentalized investigation in progress when he became President that continued throughout, and now that Biden is President, the fruits of labor are ripe.
