Which, ironically, included at the time Ukraine and several of the now NATO member nations.

So, how come only Russia retains the veto?

I know, you don't have any answer to that either. I'm thinking out loud.

Russia will just veto such resolution and will be joined by China.
The UN charter is such, they can not expel the veto powered members, is how I understand it.

Only the security council has any power, and anything involving a major power is pointless as well because of the veto
