I thought the sanctions would be against Putin, not the area under incursion.

I'm guessing it's to prevent whatever puppet Moscow installs from seizing them for Russia since it's right now rightly Ukraine's.

The converse argument is why not sanction the area? Frankly I have no idea how the specific sanctions will function, but I assume it might make Putin’s job a little harder.There is no way we can prevent collateral impact on the citizens of Ukraine in those areas.
