Those are typical first targets.
Especially if one is going to be dropping in special forces to "take" a city and "demilitarize" the population.
Some peacekeeping mission, right? And then what?
How long the Russians intending to hold Ukraine - they probably think that after they re-install a puppet government, things will go back to the old client-state corruption of the pre - Maidan revolution. Let the insurgency begin....

Lots of civilians are going to get killed.
