The oligarchs would likely be an easier case...

In theory, it sounds defensible, but it could readily lead to something far less so..

Not interning persons of Russian descent who are citizens of NATO countries. The former is a bit mean, but if you're a Russian national who loves Putin, you can get the fuck out and go back to his fatherly embrace. The latter is a crime against humanity.

Me, I'd expel every diplomat, freeze every asset, enact a total trade embargo, and sink the three Red missile cruisers that are in the region, to make my point.

And this is why I usually have a real bad Warmonger rep in Civ6
