What I mean to ask is if there is some procedure or are there people who have to carry out his orders that might refuse to launch nukes? Or does he have the codes and the button and he just goes ahead on his own?

I’d like to believe that if Тяцмр decided he wanted to nuke Mexico or something that the people who actually do those things would tell him to fuck off.

Is that possible with Putin?

I have no idea but would think there is a procedure, involving people who would carry out a launch order. The question is whether or not they would refuse.

Trump had sane, sensible people under him who would not have carried out a nuclear strike order. Putin's 'cabinet' is made up of figureheads who tell him what he wants to hear.

Even if they're not telling the public.
