I think you meant Putin is.

I wonder if this suggests Putin is not as confident in his progress as he'd like to be. I assumed he would not consider "talks" until after he had seized Kyiv.

This also seems revealing - Putin has totally lost the 'image war' and cannot sustain an actual street war for very long. And definitely can't survive the inevitable popular blowback in his own country. He wants this over quickly.
