1. I think they care they just don't respect UKR ability to fight, major hubris if this is true.

2. Considering they're essentially sending untrained soldiers into battle immediately, they don't seem

to care. It's typical authoritarianism at play here, where life is cheap. It's one of authoritarianism's major weaknesses.
