(18,937 posts)Because the bit below Lithuania ( "RUSSI-" ) labelled with "A" is in fact part of Russia. Whether it ought to be or not, at present it is. So that attempt at cleverness looks kind of ignorant.
Whoever made this would have been better off just labelling Lithuania with a "RUSSIA" to complete the Baltic phrase and left that little bit blank like they did Moldova and others.

(12,250 posts)part of the Russian Federation. An oblast (there are more than 40) is a federal subject of Russia and operates much like a state does in the U.S. Once part of East Prussia, Kaliningrad was taken over by the Soviet Union after WWII.
Kaliningrad is the only oblast separated from Russia by other countries. I don't know if any krais and okrugs are, but maybe this page will tell you.

(59,877 posts)That little enclave, the old East Prussian capital of Königsberg, was annexed by Stalin and renamed Kaliningrad. In the days after WWII, no one had any appetite to fight over it, and so it became a detached enclave of Russia, and has been on the maps as such ever since.
