A US base pumps billions of dollars into the economies of those countries. Not to mention providing security for those countries.
but I do believe we have far more than we need. Last time I checked we had over 1000. I can't see how that number couldn't be reduced while still keeping our readiness at the required level

They don't have a direct land link to Russia, and have a wide buffer of EU nations separating them from Russia.
