There are people between him and the actual use. If he were to give the order, I am sure there are multiple people in the way of it getting executed. More likely would be that he gives the order and immediately gets taken out of the picture by their military or someone near him

If he was going to use them, I believe it would more likely be France, German, England and US targets.

But that would be his last ditch effort to either save himself or take everyone with him. But it's a group effort to send the nukes. He doesn't have a hidden button way down at the end of the table where he sits.

Of course, he's obviously suffering from some sort of end of life or roid rage now, and doing some seriously stupid petty Mob Boss trying to hang onto a sinking empire sorts of shit, but I don't think he will be able to use the type of nukes most people are worried about. Mercenaries are his best weapon, so long as he can keep paying them. Does he still have dark web accounts that aren't frozen?
Maybe he can get some low level Major to fire off one or two truck launch short range small nuke, but if he has anything long or medium range that is either still operational or under the command of a high ranking general as stupidly, egotistically suicidal as Putin is now, I'd honestly be surprised.
It takes a lot of money, training, and maintenance to keep nuclear weapons functional. Especially older warheads and their systems

I doubt the liars and grifters who politicked their way to General would spend the money for that sort of thing once the Cold War was over and any subsequent nuclear armaments manufactured and placed in storage is pretty much useless to be used anytime soon without some seriously expensive maintenance. Like maybe in a year or so.
Especially since the FOR's military doctrine has pretty much been focused on small, strategic and guaranteed win conflicts over the past two/three decades.
