eg Poland was scheduled to play them in March, and if Russia won that, then either Sweden or Czech Republic, and all 3 had said they wouldn't play. Then other countries that might potentially play them in Qatar (which is bad enough as a host country ...) started saying 'no', like England and Wales. A continued headache like that was just too much, it seems. Plus maybe sponsors had started to put pressure on - the finals are run for advertising.

starting attack on Ukraine. His athletes would have been banned from the games if he'd moved earlier.
