manufacturing in China for the Chinese market only is a warning that they may indeed then import vehicles from that facility into the US. Historic example: the computer industry.
Not sure just how they would go about this, but these corporate devils are devious.

computer manufacturing ended up in China. We first established the manufacturing capability in China, built-in excess capacity for that market. Of course, we needed a legal definition of "computer" which, once obtained, was used to import "computer parts" in the form of mostly assembled computers. After these collections of parts arrived in CONUS, the finishing touches were applied to complete the computer thereby qualifying them to be labeled "Assembled in USA".

There is a bad track record here.
Given that he really doesn't know how to keep his mouth shut and his propensity for talking out of turn, maybe Mitt is divulging some inside information here. (for example: his announcing he had received a briefing from MI-6 while he was in London for the Olympics.)
