If he takes it all now, he has to control it all. Which suggests an especially grim and ruthless picture.

A different sort of option would be to break all or part of it up and annex parts to nations already effectively- within the Russian empire, rather than to Russia, requiring them to control their new territories He could leave part of Ukraine as a much weakened state, to finish later, perhaps forcing the resistance to focus on defense against frequent attacks. Etc.

sharing much history and culture in common. Ukraine was forced to become one of the first founding states of the USSR and is important to the empire he wants to restore. Also, many Russians have personal ties to people in Ukraine. Etc. He's not hoping to turn that vibrant land of wheat fields into dead, scorched earth.

Anyway, murdering over 40M people while the human race just accepts it? "NOTHING" will change it?

The behavior of other nations now should be a clue that that could never happen.
