I'm thinking the Russians are sending decoys to make Ukraine, NATO,etc. think the elites are fleeing to those places.

At least in my experience. Yesterday 3 helicopters flew over in formation, and I jumped on 2 different flight trackers to see what they were and they didn't show up.
