I understand thrill seekers might be out, but the animation showed regular citizens appearing to be clueless about upcoming hurricane.

(60,175 posts)Those are the same exact people ( look closely) who aimlessly walk around in every movie about New York being attacked by:
aliens
and/or
evil villain who is fighting the Avengers/Superman/Batman/etc
as vehicles are smashed/exploded/tossed around/burned 3 feet from them.
Yet, when the danger has passed, they all re-appear, from some apparently close by place,
to cheer and applaud the hero/demise of the enemy.
