The difference being who is willing to commit war crimes and invade other countries, and who has other tools in their toolbox to get what they want. Oh.. and who is basically at the whims of the more powerful.

Still, I hope the reality is as hopeful as the PR statement. But Im fearful that public pronouncements during wartime are meant to deceive.
Though, lastly, the veneer of a cancelled business deal leaves a lot of political face-saving for both parties in the eyes of the world. And thats how successful negotiations look.

This is more harmful to Putin himself than to Russia or China. It is bad PR for him and further erodes the confidence of those who keep him in power. China is not changing their policy at all - they are just distancing themselves from Putin.
