This thing of charging people fees to run their applications --

I know that it costs money to run a credit check. But you don't need to run a credit check on EVERY applicant. You can ask to see a pay stub, you can ask for references, call previous landlord, and do a Google search for any serious arrests, etc. So you only need to run a credit check after weeding out most of the applicants.
And the credit check is for the BENEFIT OF THE LANDLORD! The prospective tenants shouldn't be shouldering those costs.
