Hawley blocks everything until Secretaries Austin and Blinken resign.
As Brian Schatz said so well, that is not a serious demand.
But the Senate's rules allow any Senator to put a hold on things.

Maybe I'm missing your point but it's been uphill for Biden since before he was elected and I predict the grade of the uphill slope will only increase as November of this year approaches and even after the elections regardless which party has the majority in Congress.
Things might improve if some of 'em go to prison for seditious conspiracy...
