Psychopaths would kill lots of people if it leads to their self gain and they can get away with it. Just look at the story of the United Fruit Company, Minor Kieth who led it previously essentially killed thousands of workers via harsh working conditions just to get a rail line in Costa Rica built, and then to grow and sell bananas. When he ran out of a pool of workers, he would move on to another, including getting migrants from different countries who didn't know what they were getting themselves into. He didn't care because he was a psychopath.
