And why Stephen Miller decided to testify before the Committee?
When Miller informed Trump that he had decided to testify before the Committee, Trump attempted to make a power play to keep him from talking. He knew that Miller and Hope Hicks, well-known sycophants, were supporting Dave McCormick for Senate in Pennsylvania. So Trump makes a public declaration that he is supporting Dr Oz in PA.
Miller decides it is in his own best interest to go before the Committee. After all, Jared and Ivanka and Cippolone had already agreed to talk with them. Why should he go broke on legal fees defending Donald Trump?
This is all supposition on my part but I would bet it is very close to what happened.

Oz is the biggest celeb in the race, ergo he's the most popular, ergo he's gonna win.
