it right:

Was it bribery or extortion or maybe both?

The story needs to be retold over and over and over again and I want to identify the crime committed by the proper term. TIA.

If you brought this to Court, the Defense attorney would say: "Did President Trump ever say he would NOT provide funding if the favor was not granted?" (answer:no)

"We know what he meant" isn't admissible.

as in, despite the intentions being clear to anyone with a functioning brain, nothing was said that would hold up as evidence in court. Organized crime has always pretty much made a mockery of our "justice" system, and now that the previous administration accomplished its main strategic goal of packing the federal courts with loyal right wing acolytes, I would expect abuse of power to ascend to even more lofty heights over the next couple of decades.
