It's not a casus belli at this point, but an excuse belli.

It's territory is established solely by Transdnistrian law. Like the DNR and LNR are established solely by those breakaway republics, and their claim to territory they've never held is the new de jure basis for the Great Putain's war.

With a tweak of the law, the Putain would have a reason to attack Moldova.

It's a cancer that must be expunged--and if they want to speak Russian, fine. There are Americans who speak Hindi, but don't feel that they need a bit of territory in which only Hindi is allowed.

(Yes, I've gone a bit odd. I think we should ramp up delivery of arms to Putain's man-friend Assad, and pin down weapons being sent to help Russia kill Ukrainians--and maybe make Russia ship arms to Assad. Beat up on Transdnistria, make Putain even more irate and force him to try to send weapons to Transdnistria. If Georgia was willing, they should also accept a lot of beefed up weapons *and* an invite to NATO--they're free to reject it, we'd think. But the weapons offer would stand. With an announcement that 20k troops will be placed in the Baltics and Poland, with NATO air space strictly off limits to even accidental incursions by fascists. Putain deters through intimidation, and the West is less indomitable and than intimidatable. I also think that Ukraine should ask another country to temporarily occupy Snake Island. I doubt there's a Russian contingent there, but if there is, roll it in with Transdnistria. As territory occupied by Russia, Russia will dearly want to hold on to it in the inevitable negotiations where everybody--NATO and Russia--push Ukraine to accept a few years of non-massacres in exchange for not wanting land back. That would all but landlock Ukraine.)
