Sounds like he means get unscrupulous GOP lawyers to appear in courts on the 'Big Lie' cases that remained open at the time, likely from Dec. 2020.

Trump will not allow Biden to take office and will declare a “limited form of martial law.” and that "militias would separate the patriots from the citizens". He was openly planning the purge.
