This is a state court (the highest) making a ruling based on state law. SC only involves itself in cases where there is a federal question of law.

Step 1: Spend time creating another partisan map that the state court will likely strike down again

Step 2: Spend time defending the new very-gerrymandered map likely ending in the same result

Step 3: Go to the US district court and say we won’t be able to make a map fast enough and we have to use the map already passed into law by the legislature or else it will severely negatively impact the citizens right to vote.

New York loses a House district. Hence all NYS districts must expand. NY 11 is 100% Staten Island plus a portion of Brooklyn. The only way to expand the district is to add more of Brooklyn. The question is: do you go east (into Bensonhurst) or north (into Sunset Park)?
