Looks like a Devil's trap from "Supernatural". If it was a real "black magic" symbol, it wouldn't be spray painted on the side of a building. There's shenanigans afoot. Probably some Russian soldiers put it there, then took a picture of it to "prove" that there were Nazis there.

However, if someone wants to bring down the wrath of Baba Yaha on the Russian soldiers, I would cheer them on!
