What he can say is that he hopes the Congress puts a bill on his desk that makes abortion legal so he can sign it into law.

Such a law could still be overturned by SCOTUS but it would be much harder.

She basically dominated the first segment by talking a lot and fast so the other hosts couldn’t fit a word in, and all if it was about how Biden could end the filibuster by executive order but he wouldn’t because he doesn’t care about Black people and is just playing politics with issues—very Susan Sarandon-sounding stuff. Of course, she comes back after the break and amends that to “Biden can’t end the fillibuster, but he could use the bully-pulpit”… which is a very very different thing.
