Apparently, he specified Patriot missles, which are actually part of an anti-missile missile defense system, consisting of phased-array tracking radar (PATR) and surface-to-air missiles with advanced control systems to intercept high-velocity targets at high altitude.
Very few drug gangs fit the latter description.
So TFG was just throwing around the Patriot name because that, in what passes for his mind, is just a label for "the best"* missile system, even if it's wholly inappropriate for the targets he has in mind. In much the same way, he habitually uses the phrase "big league" (usually slurred to "bigly" ) because his grossly inadequate command of the language just can't conjure up any more appropriate superlative for the finest achievements of an advanced scientific civilization than a comparison to major league baseball. Just because he uses a term, that doesn't mean he has any idea what it means -- certainly not in any detail like what is needed to make informed decisions.
Secondly, if he had said "drones" -- something which should have been at least somewhat familiar to him from whatever briefings he might have paid some attention to -- it would at least have sounded technically plausible, even if it violated a multitude of international, as well as internal military, norms. He would have still sounded as crazy as Dr. Strangelove's General Jack D. Ripper, but at least he would have sounded a little technically competent. But as usual, he leaves us floundering, trying to decide which is the more appalling of two effectively infinite offenses, his paleolithic barbarity or his utterly boundless ineptitude.
Saying he "knows more than the generals" is just the secret shit sauce on this heaping sundae of dumbfuckery.
* Actually, the most famous one, a distinction utterly alien to TFG.
