in the same way J. Edgar Hoover was. He got hold of power and twisted it to his own ends and made himself so powerful that it will be hard to defeat him. It can be done but it will be very difficult and will have to be done using his tactics. Chuck Schumer is not up to it. Nancy Pelosi probably could.
