I have a question

What law or policy or standard allows one senator to hold up an entire piece of legislation as Rand Paul did with the Ukraine relief package?

by which a senator informs Senate leadership that he or she does not wish a particular measure or nomination to reach the floor for consideration.

He has been objecting to unanimous consent on bills. So Schumer calls for a voice vote to skip debate and pass something, he objects so it isn’t unanimous and has to be done through regular order, voting for cloture, etc. that slows it down but doesn’t stop legislation.
