If he was outside his house or courtroom I can understand...Are they going to charge everyone who would like to kill him?

Planning the murder is not enough… but following through to the extent of purchasing the weapon, traveling across the country to the victim’s house, etc… is enough. You don’t have to pull the trigger.

I've read an article that says he was on the phone with 911 when the police arrived.

He got out of the car and saw federal marshals guarding the home. He started to walk down the street and then panicked and called 911 to say that he was feeling suicidal and was armed and that he had come to kill Kavanaugh. That brought county police who arrested him.
