(28,670 posts)Planning the murder is not enough but following through to the extent of purchasing the weapon, traveling across the country to the victims house, etc is enough. You dont have to pull the trigger.

(12,520 posts)I've read an article that says he was on the phone with 911 when the police arrived.

(28,670 posts)He got out of the car and saw federal marshals guarding the home. He started to walk down the street and then panicked and called 911 to say that he was feeling suicidal and was armed and that he had come to kill Kavanaugh. That brought county police who arrested him.
