The main person mentioned in the article Alexander Tamas is a german national who the article mentions "worked closely with Russian-Israeli billionaire Yuri Milner" in the past. Milner is a russian-born jew who is now an Israeli citizen and lives in Israel and who the article doesn't indicate has any involvement in the financing for the Twitter deal.
