1. South Africa seems to be a hub for new waves and new strains. That strikes me as odd.

I think SA has proven to be a decent predictor of what will happen here.

3. I think some of that is how advanced they are

They are simply the most likely in sub-saharn Africa to have the means and ability to ID new strains. That's why they get ID'ed there first.
