That if they swatted down the attempt to keep that map, then it was really bad.

2. so if I understand correctly ?

That map was only providing one minority district even thought 1/3 of Louisiana voters are. A court agreed and ordered a new one drawn. That was appealed and this decision is blocking the stay that this appeal was asking for hence they are still going ahead drawing a new map .
Is that what it is ?
