Trump was driving it. with the intent to stay in power a second term.Committee really emphasizing key part of lead up to 1/6: Stop the Steal was ultimately top down, not bottom up. President preemptively declared fraud and looked to followers to backfill what kind with conspiracies later. It was not an organic response to some specific allegation.
He had a goal, to stay in power, and he did not care who won the actual vote count. The schemes-claims of fraud, pressure on the Justice Dept, state elections officials, Pence, ultimately the Jan. 6 attack on the Capitol were just to achieve the goal.
