Would not it be obvious that those taking pictures SHARED those pictures with others

they themselves wouldn't have had to go in but how many times did those pictures get shared to many people over and over=how did someone know where those special offices were??????

In light of the serious nature of this investigation, it shouldn’t be a problem obtaining those records. The NSA and other alphabet agencies have been hoovering up data like that for years now.

It’s indefensible, and I can’t imagine any defense of those tours approaching plausibility.
