Maybe he genuinely had no idea (Which, it's Pence. Not outside the realm of possibility there).

However, when Trump is surrounded by a platoon of yes-men, it would've been a thought to have your own reinforcements.

Not that it ever matters with Trump. But at least Pence goes in with plausible deniability. "Look, I asked. They all said no."

Plan B was to scare Pence sufficiently so that he would leave the Capitol building. Grassley would then step in and reject the election results.

Let’s say that someone wants you to stick a fork into an electrical socket.

It would be a good idea to consult with a couple of electrical engineers, physicists and nuclear scientists to make sure that you shouldn’t stick a fork in an electrical socket.

I believe he wanted to accommodate Trump and he called Dan Quayle to get his permission to do just that...a moment of conscience does not erase Pence's four years as Trump's subservient bobblehead...
