The battle in June of 1876 was over the discovery of Gold in the Black Hills, which was considered Sioux sacred burial grounds.

South Dakota at that time was part of the Montana Territory. No way was Custer going to hold any bit of land. That is wilderness for miles on end he had no knowledge of.
