Found many definitions of course but Wikipedia's version included the four types in which one seemed to fit dump to a t. It is called spineless sadism (hilarious and appropos):

Insecure, bogus, and cowardly; venomous dominance and cruelty is counterphobic; weakness counteracted by group support; public swaggering; selects powerless scapegoats.

requires a lot more violence. Since a pretend-legal internal coup was not possible, they expect their RW takeover to lead to/require national violence in the streets.

But did we need more proof that he doesn't care about killing people than the over a MILLION dead from the pandemic? He, and others, opportunistically fostered its spread in order to create national chaos and fear to facilitate their RW takeover. Disease is a STANDARD weapon for those seeking to overthrow existing institutions. And estimates early on, when they set themselves to spreading and refusing to contain, were for MILLIONS of Americans dead if this disease wasn't stopped.

Including that mass sacrifice of their own people by ruling classes has long been a means of consolidating power.

They've been studying why this Covid pandemic wasn't as effective as they had expected/feared in various places around the planet where RW factions have been trying to use it to take/consolidate power.

I haven't read what they've been learning, but the Covid pandemic exploded during a planetwide surge of RW extremism, including a return of fascism to Europe and the U.S., and somehow we caught a bit of a break in that respect. So far.

He was doing everything he could to allow the insurrection that might have made him a dictator to succeed.

He cared deeply. Not about pence or any democrats, of course, but about the possibility of the coup succeeding.
