It also depends on whether or not there's audio evidence of same. Trump's call was recorded. I don't recall that Graham's was.

Raffensberger has also previously noted that the implication was there, but that Graham never specifically requested that ballots be tossed. That's in contrast to Trump's call and may be why it wasn't a topic in the hearings.

It's also likely a topic of the investigation in Georgia. That may be the primary reason it's not being addressed here.

and he might figure significantly in that, so the committee might be trying to avoid stepping on Willis' toes.

He will want to keep his majority at all costs.

Maybe he gave up Trump as part of the bargain.
