WI got very little support during Walker recall that really did have disappearing and appearing ballots. Once Walker and Republicans took, over as they have done in several states now, they removed power from the Governor and gerrymandered the districts.
Edit to add: Republicans here suppress the votes and make it difficult for certain districts to vote.

Many may not have noticed since it comes back on instantly if you pull it away, and people don't have eyes on the side of their head.
