The president can meet with whomever he or she wants.

What was a "not yet sworn in" president-elect Biden doing in his meetings with Raphael Warnock? A: Campaigning for his upcoming runoff election in Georgia - a campaign, incidentally, in which both Trump and Greene were also making appearances for his opponent.
