The distance from El Paso to Beaumont (east of Houston) is greater than the distance of El Paso to Los Angeles. Poorer women, especially those that are already mothers, can't take a week off work, leave their kids 24-7, and pay room and board for a week to travrl to CA, NY, etc. This group makes up about 25-30%, if not more, of women seeking abortion.

On edit: Southern women, geographically, have further to travel for an abortion, with the exception of women in deep south Texas.
