They generally try to wrap things up by the end of June. We've known for some time that this week was going to be bombshell week.

They also generally save the most impactful cases for last. A Friday release was basically a lock.

and nobody with a functioning brain thought the final version would be significantly different. Because of the leak the media won't have a lot new to say, so they'll gnaw on it for a couple of days and go right back to the scandals being uncovered by the 1/6 committee.
