States that respect women's rights should immediately enact legislation to:

A) Make it a felony with heavy penalties to interfere with any woman seeking an abortion, any person providing assistance or counseling on abortion to a pregnant woman, or any health care professional providing abortion services; and

B) Offer large bounties to citizens who provide information leading to the arrest of those who seek to interfere with women seeking abortion, people providing assistance or counseling to pregnant women, or health care professionals providing abortions.
