The US doesn't recognize authority or jurisdiction of the ICC(The Hague). We never ratified the Rome Statute. There is also a law on the books that authorizes the President to order the US military to rescue any personnel that are detained by the ICC. The same law also restricts our cooperation with the ICC.

The ICJ(The World Court) only deals with issues between nations. Unless both parties consent, their rulings are non binding advisories only. Any enforcement of its binding rulings must be done via the Security Council. The US once consented to binding ruling, was ruled against, and we ignored it and withdrew from consenting to further rulings.

The UN, by its own charter, cannot intervene in a countries domestic affairs.

The only thing that can overrule SCOTUS is an Amendment to the Constitution, a future SCOTUS overruling the previous ruling, or a carefully worded law that gets around the issue that SCOTUS found to violate the Constitution.
